The Greater Cochin Development Authority is the planning and development Authority of the Metropolitan area of Cochin, which is the urban hinterland of Cochin Port. The jurisdictional area of GCDA comprises of the Cochin City, the commercial capital of Kerala, 6 surrounding municipalities and 25 intervening panchayats covering an area of 632 sq.km
Aims & Objectives of GCDA
To guide urban development by checking urban sprawl and promoting healthy growth of urban and rural areas through long term, short term and action area oriented detailed development plans. To coordinate the activities of different developmental agencies including Government departments operating in the area.
Activities
Masterminding an orderly & planned development of the Greater Cochin Region Coordinating the the various developmental agencies operating in Cochin region Preparing & implementing the Perspective Plan / Master Plan / Detailed Town Planning Schemes/ Projects etc.
Fixing priorities of development and choosing sectors for immediate improvement.Taking up model schemes in different sectors of development such as Residential development including construction of houses Road improvement / new roads formation including construction of bridges,flyovers etc.
Water Transport
Water way to Cochin to Trikkakara is proposed be made navigable. Jetties must be constructed and boats must be introduced. Similarly the water way from Cochin to Nedumbassery must be made navigable and special boats for attracting town must be introduced.The Water Transport, road and rail transport must be integrated with common terminals/station.
AS AN ALTERNATIVE TO THE ELEVATED METRO RAIL SUBURBAN RAIL WAY SYSTEM (MEMU SERVICES) IS ALSO SUGGESTED
The present ERG station can made be Suburban terminal. An inner suburban rail system utilizing the existing railway line to Shournore and Kottayam starting from Aluva passing through Keezhmadu, Edathala ,Kazikkambalam, Kakkanadu, Tripunithura and Maradu can be developed in the first phase.
Similarly an outer suburban railway system connecting the existing railway line starting from Angamaly. Passing through airport and the growth centers like Kalady ,Koovapady ,Perumbavoor, Rayamangalam, Payipra,Maradu, Moovattupuzha, Koothattukulam, South Piravam and connecting the existing Kottayam railway line at Velloor. This can be taken up in the second phase by utilizing Sabari railway line.
Road Widening
The following east west corridors are being widened on the 1st priority.
Land bank
Land is very scarce commodity and it is the platform for different sectors of development. In order to overcome this issue and make land available for development GCDA has started this concept of creating a land bank.
Under this concept land owners can deposit land with GCDA for a particular period. GCDA will develop and sell the property to private persons or entrepreneurs at a value fixed and agreed mutually. Ten percentage of the selling price must be given to GCDA for its development fund.
In addition to this the money invested for development works must be paid to GCDA or land of value must be given in favour of GCDA.Land can be made available for large scale developments and the benefit of development can be transferred to the original land owners in this method. In this scheme land is also purchased by GCDA through negotiated purchase.

Residential flats at Gandhi Nagar,shop cum office complex at Marine drive,Joggers park at Marine drive maidan,Residential flats at Trikkakara, Commercial complex at Thevara,Community hall at Rameswaram, Swimming poal and sports complex at Rameswaram.Reconstruction of Ambedkar Stadium,Ring road from Kochi marine drive crossing the national highways and sea port- Air port road and Salim rajan - Road - Rajaji road ROB at KSRTC bus stand.

The first B.O.T. project in Kerala ,the Mattanchery Bridge was coordinated by GCDA. In addition, Kathrikadavu Railway Overbridge & Chilavannur Bund road bridge in Chilavannur puzha has been constructed by GCDA.
In road transport sector, apart from the roads developed as part of area development schemes, in Panampilly Nagar, Gandhi Nagar,Aluva, Rameswaram,.Paruretc,G.C.D.A has recently completed the 3.2 Km. long & 22m. wide Kaloor- Kadavanthra road , 15 m. wide Subhash Chandra Bose Road, Chilavannur Bund Road( partially completed) and K.P.Vallon Road widening first phase, Panampilly Nagar Anamthuruthy road (partially completed) were taken up by G.C.D.A. Land has been made available to the corporation for the construction of 2Km.long & 22 m, wide Stadium Link Road, by GCDA by negotiation with the land owners.G.C.D.A. had taken a major role in the implementation of the 22m. wide & 3Km.long Sahodaran Ayyappan Road by getting land surrendered free of cost with the cooperation of Cochin Corporation.
Widening of Kaloor Palarivattom Road was taken up by State P.W.D. with the co-operation of GCDA in getting the land surrendered free of cost for road widening.
To decongest the south R.O.B. & to reduce traffic on M.G.Road & Chittoor road the eastern entry to the South Railway station was developed by G.C.D.A. Greater Cochin Development Authority has thus developed a total of about 75 Km. of road length of varying widths ranging from 7m to 36m with in the Greater Cochin Region.
