Prior to VUDA, the Town Planning Trust (TPT) has existed since 1962, to implement developmental activities in and around Visakhapatnam. The TPT was upgraded and Visakhapatnam Urban Development Authority was constituted on 17th June 1978, under AP Urban Areas (Development) Act, 1975 with its jurisdiction extending over Visakhapatnam Municipal Corporation and four municipal towns namely Vizianagaram, Bheemunipatnam, Gajuwaka and Anakapalli including 287 villages in 178 Gram Panchayats, comprising an area of 1721 sq.km. It replaced erstwhile Town Planning Trust, a similar body constituted in 1962, which was operating in a limited area of Visakhapatnam municipal area.
VUDA, as part of its specified objectives, prepared a Master Plan for the entire Visakhapatnam Metropolitan Region (VMR) and done the Government of Andhra Pradesh approve it. The zonal development plans of Vizianagaram, Bheemunipatnam, Gajuwaka and Anakapalli towns have been sanctioned. In the peripheral area zonal development plans of Madhurawada, Rushikonda and Gopalapatnam have been sanctioned. VUDA also has the responsibility of coordinating and implementing important Urban Development Plans.
VUDA has prepared the Master Plan for 2021 basing on the past experience and proposed developments in the region like Gangavaram Port, SEZ, Pharmacity, Industrial Developments, Tourism Developments etc., The Master Plan proposed now is distinct, (1) it is flexible with a provision to review and revise for every five years, (2) The land use map has been updated using the latest technology by procuring IKNOSS (1m x 1m resolution) and IRS-ID and plan liss - 3 imageries (i.e., Base Plans, existing land use plans, digitized maps) and (3) The stake holders, experts & public representations & Fishermen associations etc., are involved in plan formulation discussions.
ZONAL DEVELOPMENT PLANS
The Zonal development plans for various areas have been prepared within the overall framework of Master Plan containing the site plan and land use plan for the development of the roads, housing, schools, recreation, hospitals, industries, business, markets, public works and utilities, public buildings, open spaces etc.The projected population of 34.49 Lakhs by 2021 is distributed spatially on the basis of the proposed economic activities in the region. For the purpose of an integrated development of the region, growth centers, growth points and service villages are identified. The ever-growing need for housing is a critical issue. The total housing requirement in VMR for the additional population for horizon year 2021 is 2.94 lakhs. Eight new towns proposed would accommodate approximately 1.25 lakh new housing units. It is suggested continued focus on heritage areas (Vizag Old Town, Dutch Heritage buildings in Bheemunipatnam, Buddhist archaeological sites and surrounding areas).
Haritha Visakha aims at eco-development and environmental greening of various pockets in the region ensuring eco-conservation and sustainable environment with participatory involvement of stakeholders and reducing the impact of degrading forces of growing urbanization and industrialization. The project is formulated basing the terrain, contemporary technology and to productive potential of the local resources
4 year-long project is projected at a cost of Rs 91.82 crores covering 23,370 ha., construction of 26 check dams, trenching the hill range of 21 Kms and desilting 8 tanks and rain water harvesting structure in housing schemes and other shopping complexes already developed. The project is to be submitted to JBIC or ADB for financial assistance.
